U.S. and India Account for Nearly Half of All Outsourcing Firms
According to DesignRush’s analysis of 2,000 software development outsourcing companies, the U.S. and India together account for 45% of the global outsourcing supply.
That’s nearly 1 in every 2 companies.

The U.S. leads globally with the highest number (525), accounting for more than a quarter (27%) of all companies.
This dominance reflects the country’s strong startup ecosystem, access to venture capital, and a culture that fosters innovation.
India is second with 353 companies (18.1%), supported by a large, cost-effective talent pool.
Ukraine, Poland, and the U.K. make up the rest of the top 5, with strong European representation.

One of the most important takeaways: cost-effectiveness doesn’t mean low performance.
In fact, across all markets analyzed, more than 1 in 3 companies charge $35/hour or less.
Many of these are highly rated, well-established agencies, not just budget freelancers.
Global Hourly Rate Distribution by Percentile
25% of agencies charge less than $20/hour, a sweet spot for startups, early-stage tech, or MVP builds where cost control is key.
36% of all firms fall under $35/hour, showing that affordability is not just possible, but common across the global outsourcing market.
Only the top 25% of firms charge above $50/hour, meaning premium pricing is the exception, not the rule.
This pricing spread shows that affordable development is widely accessible, especially in leading cost-efficient markets like India, the Philippines, and Poland.
Meanwhile, firms in the U.S. and U.K. generally fall into the higher pricing tier.
42% of Outsourcing Firms Accept Projects Under $10K
If you're a startup or SMB working with a tight development budget, where you outsource your project could make all the difference.
The analysis shows that 42% of global outsourcing firms accept projects with budgets below $10,000.
This makes outsourced software development far more accessible than many expect, and countries like India and the Philippines are leading this trend.
More than 57% of Indian firms accept projects under $10,000, including 46 firms that go as low as $1,000 or less. Meanwhile, around 1 in 3 Polish firms accept projects under $10K.
Canada and Australia also surprise with flexibility. Over 60% of firms in these countries also offer services for under $10K — an unexpected trend in high-income regions.
Countries like the U.S. (not shown in the top 5 here) continue to focus on large-scale projects, with most firms requiring $25K+ budgets to even start.

Based on the analysis of thousands of outsourcing firms, IT Services and Computer Software clients make up 934 of all outsourcing engagements.
IT Services and Software together make up nearly 47% of all clients, showing how the tech sector is powering the outsourcing engine.
Finance adds another 16%, driven by fintech, compliance, and secure systems.
Marketing and Retail are rising fast, together contributing over 20% of client demand.
The “Other” category still accounts for more than 16%, covering industries like healthcare, education, logistics, and manufacturing.

Meanwhile, Ukraine (3.47/5) and the U.S. (3.42/5) outperform all other regions in client satisfaction based on aggregated review scores.
While the global average sits at just 2.98, both countries exceed it by a wide margin, making them standouts in client experience.
U.S. agencies, on the other hand, serve more than 2,300 clients, which is more than double India’s total of 967.

They also average 4.38 clients each, a sizable number compared to the global average of 1.69.
U.S.-based companies handle far more clients.
And this is likely because they have stronger systems, bigger teams, and more experience delivering projects.
The U.S. Outsourcing Market: Bigger, Pricier, But Worth It
The U.S. alone accounts for over 857,000 software outsourcing professionals, distributed across more than 500 firms.
Despite being a high-cost region, the U.S. continues to lead in client satisfaction, operational volume, and global trust.
This proves that quality and scale can go hand-in-hand.

The U.S. is the most developed outsourcing market.
It leads with the largest number of firms and employees globally, with 34% of the global workforce and 27% of all companies.
Compared to the global average project budget of $21,380, U.S. firms charge about 50% more at $31,167.
But clients seem happy to pay the premium, as U.S. companies maintain one of the highest satisfaction scores globally.
New York, California & Texas Host the Most Agencies

New York (463 firms) and California (421) together host nearly 9 in 10 U.S.-based outsourcing firms. This may reflect a network effect, where established industry presence attracts even more companies looking for credibility and partnerships.
These states remain tech and business powerhouses due to their talent access, infrastructure, and enterprise demand.
The Most Affordable U.S. States for Development

Looking for U.S. talent without the U.S. price tag?
Maryland-based firms offer rates as low as $15/hr, nearly 70% lower than the national average.
New Jersey, Massachusetts, Wyoming, and Tennessee also fall on the affordable end, making them viable options for cost-conscious buyers who want to stay onshore.
The Most Expensive States for Outsourcing

On the other end of the spectrum, Oregon tops the pricing chart at $102/hour, with Pennsylvania and Michigan following close behind.
These premium rates are often tied to specialized services or industry-specific expertise.
For example, software developers may command higher rates due to their specialization in complex software domains.
These can range from UX and cloud-native apps to healthcare, fintech, and industrial-grade systems like automotive and IoT solutions.

Meanwhile, states like South Carolina (4.9/5), Indiana (4.7), and North Carolina (4.6) outperform traditional tech hubs when it comes to client happiness.
These high ratings reflect reliability, responsiveness, and a service-first mindset.
